Park and Display Proposed for NTFormby Victoria Road Car Park

At the next meeting of Sefton Council Planning Committee they will asked to approve a recommendation to approve a Park and Display Scheme at the NTFormby Victoria Road Car Park.

The meeting is on:

Wednesday 31st July, 2019 6.30 pm

I've added some extracts of the report below followed by a number of questions I would ask if I was a member of the committee or local resident,


Appearance and Highway Safety

Policy EQ2, Design, of the Local Plan seeks to ensure that development responds positively to the area and to ensure safe and easy movement within the site.
The proposed pay and display machines will be approx 1.8m tall and are the standard pay and display machines. These will be positioned in areas which will not harm the character and appearance of the area.
The applicant has confirmed that existing management procedures when the car park is full will remain in place. Staff will be available on site in order to guide visitors to available spaces and to answer any queries.
The Highways Manager has confirmed that this approach is acceptable and will not result in any additional pressures on the highway.

Other Matters

The applicant has confirmed that National Trust Members will retain the ability to park for free when producing their membership cards to the pay and display machine.


The proposal is appropriate development within the Green Belt. It will preserve the openness of the Green Belt and will not cause any harm to the character or appearance of the area, or to highway safety. The proposal complies with local policies and is recommended for approval subject to conditions.


There are a several questions that are not addressed in the report which occur to me, you may have others.

  • Can you park all day?
  • How much?
  • Who will receive the income?
  • Is there any estimate of the likely income?
  • When the car park is full how will approaching or queueing traffic be managed or informed?
